Dead or alive?

Guys,

Ive got 4 planta that still havent shown any shoots this year...

1 pair, 1 walnut, 1 basil and  1 bougainvilea...

All arent showing any shoots...

When i scratch the bark towards the top of the plant theyre all still green beneath...

Im based in north africa and this year we havent had a particularly cold winter if that factors in at all i dont know...

Any advice would be gratefully received.

    I don't know what particularly cold is in South Africa but bouganvilea and basil don't like the cold. However, if a plant is green under the bark, it's alive.
    In London. Keen but lazy.

  • Thanks for the advice...im a newbie of course and i was under the impression march was the time id see shoots....because the others are all showing roots.
