When to start feeding?

Is it too early to start feeding flowers and shrubs once I can see new growth? Are the guidelines any different for newly planted plants? Many thanks!

    About now is fine. If you plant things into potting compost, it will contain a supply of nutrients for about 6 weeks. In the open ground, feed on planting and for other things already in the soil, mid March is good, then periodically through the growing season.
