Herbaceous peonies die down in late summer ... that’s probably why yours looked a bit iffy. It would’ve been fine left where it was. They’re perfectly hardy.
Plant yours again when the soil begins to warm in the spring ... mid to late March should be fine. Be careful not to plant it any deeper than it was before ... they hate that. Apart from that they’re tough as old boots.
