Propagating plants that have plant breeder's rights- PBR

Hey,
I know that plant breeder's rights (PBR) mean that registered plants can't be propagated for sale without the breeder's permission and last for 20-25 years.
However, can anyone tell me whether in the UK plant breeder's rights (PBR) mean that registered plants can or cannot be propagated for your own private garden?
The RHS gives instructions for propagating many plants that have PBR on its website, so I would assume we are legally allowed to, but am interested to find out for sure!

They’re the critical words. You’re not selling the plants, they’re for your own use so go ahead without qualms.
I propagate quite a lot of PBR protected petunias and end up giving many of them away. It was fun last summer walking through the village looking in folks’ front gardens saying ‘One of mine, one of mine ...’!
