I think that's a Viburnum tinus.

Definitely Skimmia with alternate branches.
Viburnum tinus would have opposite branches.

Could be Skimmia 'Kew Green' but it depends what the flowers do in spring

It could be.
Or it could be another named Skimmia....impossible at this stage to say which one it might be.
