Dry Rooted Phlox plants which arrived in December

I have just received 20 dry rooted phlox plants. They have come in 4 sealed plastic bags each  containing 5 plants and lots of dry compost. Shall I take them out and soak overnight or plant each one up and overwinter in the unheated green house?
Can I plant them out in the garden now as I live in sunny Suffolk?

I drop mine in a bucket of water for an hour before potting them up, I've never planted them out at this time as the soil is very cold.

Thanks for all your help. Phlox now potted up and left in greenhouse standing on polystyreneand covered in bubblewrap
