Common Hogweed, Hieracleum spondinium, which can grow to over 5ft if well nourished. Yours probably gets cut down regularly. It makes quite a nice, stately umbellifer if given its head but it does seed around rather, and the the roots on a full grown one are quite a challenge to get out!

Not to be confused with Giant hogweed (Heracleum mantegazzianum), an invasive and dangerous species. I had one specimen of the latter, recommended by a local nursery, years ago and got severe burns from it. See this advice on the RHS site.
