Hello - looks like a Camelia. Some other suggestions perhaps from other members?
A good hoeing is worth two waterings.

Or maybe Privet???
Would have hoped to see big fat buds on it if Camelia.
Perthshire. SCOTLAND .

Could there be no buds due to it being hidden behind other plants?

I vote Camellia too. You can see a few cigar shaped buds on the right hand side, towards the top. It does look healthy!

My vote for Camellia. If it was buried behind other plants, probably been a bit short of water. Once it’s been cleared round and given some space, you’ll hopefully get more flowers in 2022.
