Do you know the name of this beautiful yellow flower? Is it Annual or Perrinial. I have some seeds, when should I plant them please?

Evening primrose, Oenothera.  It's a biennial - I don't think it matters much when you sow the seeds, as it self-seeds when left to its own devices.
