I’d like to identify these two weeds.  The first is tall and thick stemmed with a tough root to get out in isolated places
The second is just spreading everywhere in my plants.  Can I use a weed killer on the leaves when it’s with my plants.   It’s taking ages to take out by hand and then regrows

You really need pictures of the whole plant. The top one looks like Conium maculatum, hemlock. Does it have blotchy stems?

I think the first one may be Common hogweed (Heracleum sphondylium) - note, not Giant Hogweed.  You can just dig this out when seen.  The second is Ground elder (Aegopodium podagraria) and is much more difficult to control, especially when the roots (rhizomes in this case) have intertwined with those of wanted plants and is one of the few weeds I would use a glyphosate-based weedkiller on.  You can buy a gel form which can be applied direct to the leaves and so you can avoid getting any on  the leaves of wanted plants, unlike when spraying it. Leaves of Conium maculatum look like parsley or carrots.
