Strange foliage on a rhododendron

One of my rhododendrons has produced strange clusters of leaves on a stem from the base of an old flower. There are several on the shrub.
It almost looks like a green rose ! I have never seen this before. Can anyone help.

    I'm not familiar with all rhododendrons, but to me the plant looks normal.

    They may be a type of plant that is a dwarf form, and if the new growth stays compact, the juvenile leaves emerge that way. But over the year, they may grow more pointed and spaced out.

    Keep an eye on watering too. Lack of water may also stunt their growth, so they form low mounds. 
  • They are very attractive though,mine have never produced anything like that,it will be interesting to see what happens next.
    The whole truth is an instrument that can only be played by an expert.
