Is this plant sick?

We have this shrub that we inherited when we purchased the property. It has these white spots. Is this plant sick?

Also, can we please ask for than id?

    elaeagnus ebbingei, perfectly normal for new foliage to look like this , older is glossy. Flowers are small but smell divine
