Can anyone tell me what plant this is and how to grow it took cuttings but so far nothing! Grows like weeds in my Neighbours  Garden!!

The double form of Saponaria officinalis aka Soapwort, Tumbling Ted, Bouncing Betty and so on.

It grows like weeds in my neighbours garden and keeps trying to get under the fence. I’m fending it off. It spreads like mad, layering itself as it goes.
