Privet hedge help!

Hello, novice gardener here! We have recently moved house and one side of the garden has half fence half privet, one panel was coming away so we pulled it off and this was underneath! Is there any chance that this might grow back now it's uncovered? Could shoots come out of the base?

    Hi and welcome to the Forum.
    In time, it will bush up, probably take years before it's as dense as the top.
    Are you planning on leaving the missing panel, or replacing it?

    If you cut some of those younger , thinner , stems back to about 12" long, they'll shoot again at the top. Beware!! anything you cut at the bottom will have an impact higher up but young shoots ought not to make much difference.
