Levelling garden ready for turf

Hi. I am looking at levelling our garden and laying turf. It’s currently stones on top of membrane and we have started clearing it and it is clay like underneath. I am thinking once we’ve cleared all the stones, we can use a rotavator to make the soil more usable, level it and then add top soil ready for turf. I have the manpower to help out, but never done this before so looking to see if I’m on the right track or missing something. Any advice welcomed. Thank you
