What is this plant please?

This plant appears to be taking oiver my small wildflower garden planted about 3 years ago. It is bushy about 2 foot high and 2 foot in diameter. (The oxeye daisy and the little yellow flower just wanted to be in the photo  - sorry!) It seems to be developing burrs not flowers.  Should I be concerned?

    They will open into flowers.
    Gardening on the wild, windy west side of Dartmoor.

    Thanks to you both  The pictures of the flowers look good - hoping they come out soon
