It is probably from the root stock: your roses will be grafted just at the base. Remove these growths from as low a point as possible or they will take over.

Is it common for it to grow from the base of another rose.

Yes. Most roses are grafted onto the roots of another type of rose. This helps to control the way they grow, things like height, vigour,  flowering. The roots are alive and sometimes put up shoots from under the graft-point. We call them suckers. These will re-establish the stock rose which will be stronger and faster growing than the one you want. This in turn will be starved of nutrients and will weaken. Removing the suckers puts the rose you want back in charge. Some roses seem to do this more than others.

As you are obviously unsure of what you have, please show photos of your rose, both the foliage and the base of the rose...   we cannot see what you are seeing.. thanks..

..thanks for the photos, only lots of people seem to think good new canes are suckers and they go and pull them off by mistake..
..yours though are all suckers and should be removed as advised by Posy above..
..incidentally, if you plant your roses with the graft way above soil line, like you have, this encourages suckering... the graft union should be at or just below the soil.. just for future reference should you repot your roses...  it's no wonder you are getting suckers, if they are all planted like the last photo where the graft is way, way above the line with the rootstocks roots all exposed....
