Moving peonies

I’ve had to dig up a peonies which has recently flowered albeit only two blooms. I know they have not been touched for 7 years at the very least as the house was empty before we moved in and we are slowly dragging the garden back to its former glory. I’ve already dug up 10 peonies and they have flowered in pots thankfully. 
When I dug this one up there is a huge tuner which has spread into a number of different masses. 
My question is: can I split this and will the bits that have come up with no buds on still grow? I know I’m in for the long haul with them and am happy to wait but I was thinking of gifting some to neighbours too and don’t want to if they won’t do anything!
