Pear tree unhealthy

I moved to a new property a year ago, and there is a pear tree (I think?) in the front garden but it looks awful. Our neighbour has one too and it looks great. Any ideas what could be wrong?

    The grass is very brown ... so's mine  :/  I don't water the lawn ... it'll cope, but does the tree ever get watered?  Or fed?

    Yes my hubby waters it and adds bonemeal to it. It’s been incredibly hot the past month so do you think it’s dry?

    The soil down below the surface is incredibly dry. I’d give it four buckets full of water today and tomorrow. Pour it on slowly so it soaks in. Then two buckets of water every other day from now until mid September. More if we get another hot dry spell.
