New random hole and attack of artificial birds

Hello, just joined and after some advice. Came home today and noticed all our artificial birds (kids poly ones) little clip on ones all had their heads ripped off, then noticed a hole under my garden fence, looked over the fence and the earth on next door has been kicked back. Any ideas what this is? Guessing it’s to small for a fox? Maybe a big rat? But would that attack the birds? Thanks in advance!
