Out of control roses
Hello lovely people! I am a novice gardener and have inherited a very large rose bush in our little garden. I think it’s around the 10ft high mark and I have tried pruning back what I can, but all that seems to have done is make it tall and skinny with all of the leaves and blooms several feet above head height (See pics).
I am hoping to work out of it is possible to get it back down to a more manageable size without killing it? I’d ideally like it the size as the other shrub (that I’m not fond of) that it’s interwoven with.
Any advice would be vastly appreciated!

The usual time for pruning roses is over the winter so I wouldn't do it now.
