If I cut sweet Williams for the house, how far down stalk should I cut? Also, this is their third year of flowering? I thought they were annuals?

They are short lived perennials. If you cut them back once they have finished flowering they will carry on for a few years. Often not as good as the first year though.
We cut them about 18 inches long so that the ends can be trimmed to fit in a vase etc.
