Rosemary cuttings

I always thought new growth was a sure sign that cuttings had rooted.  This week I learned otherwise.  When spring came, most of my rosemary cuttings grew fresh green leaves, and at least half of them have flowers.  There are 18 cuttings in three pots.  When I tipped them out to pot them on, only two had any roots.  I potted those up singly, and put the rest back as they were.  Is this usual?  Is there anything I can do to promote root growth?  I have an ancient (40+ years old) pot of hormone rooting powder; is it likely to be any use?  And is there any way of knowing whether cuttings have rooted, other than tipping them out?
