Can you name this plant

I think it has a disease can it be cured does anyone know what it is and what the plant is called

My guess is it's a Physocarpus "Diablo"

And the disease is Scale insect, possibly Brown Scale:

The shrub doesn't look to big to manually clear them by scraping them off using a soft plastic spatula or stiff brush.  A bucket of slightly soapy water helps and you might want to wear gloves as their removal makes a rather sticky mess!
