Hazel chippings

Hello All,
Newbie gardener here. Three years ago we had a rather large over grown hazel coppiced. We had a ton bag of chippings left for us by our friendly tree surgeon. I was going to use it as mulch. In the main it has been covered. Given that has deteriorated over three years, can I still use it as mulch or any thing else?
