Sorbus tree
Could you tell me what may be wrong with my Sorbus tree which wilted early last autumn but had new buds on every branch all winter but has refused to open at all this year, the outer case of the buds are hard but when pulled one off it was green and healthy looking inside.
Have decided to trim off the buds to see what now happens, do you think I have done the right thing.

Do you have a photo?
It does sound like drought though.More info needed
I live in west central Scotland - not where that photo is...
It doesn't look alive. How and where is it planted, and has it ever been watered?
I'd put money on it being seriously dehydrated last year from when it was planted - especially as it looks quite a mature specimen. Always harder to establish.
Rowans need lots of water - any tree needs massive amounts on planting, especially if planted during summer.
You've cut off what would have been the foliage. It should be covered in foliage by now.

Tree is in middle of of my garden which is shingled over.
I can't really offer any other advice, as I'm not getting enough info from your posts. It could have been pot bound on planting, not watered enough, poor growing conditions etc
It looks seriously dehydrated to me. The branches in your photo are dying right back. I don't know if it'll recover. The most likely reason for the buds not opening is drought.
