I think it’s more about weather than size. I don’t plant any annuals put until I feel confident there aren’t going to be any more frosts. I grow cosmos purity and size wise it varies year to year, but I won’t plant It out until end May, early June.

Also a good root system is important, sometimes they can have a lot of top growth but not always the roots to match. I agree, wait until at least until the end of May.
