Shrub identification

Can you please identify this shrub? Tag says forsythia... definitely not because it is green stayed this color for 2 years.it does not flower or change color.

    The leaves look like Ribes, flowering currant. Definitely not Forsythia.
    Doncaster, South Yorkshire. Soil type: sandy, well-drained

    Could it be a Physocarpus Opulifolius shrub?

    No spikes on the limbs. I think you might be right Borderline, it may be the luteus- yellow version of ninebark, although it doesn't produce flowers yet. Hopefully it will as it matures.  The leaves look similar. Thank you so much for all your help! That's great
