Thank you both for your interest in my dilemma.  It seems that nature has sorted this out and I have found that the tight leaves were nesting the little flowers inside.  Here is a photo.
A good hoeing is worth two waterings.

    Ah, I’m really pleased your mangetout are flowering. They are really pretty flowers. Do you mind telling me what kind they are please? I have Shiraz which I think are a similar colour or slightly darker.

    Hello Skylarks, they are "Carouby de Maussane".  I bought them here in France at the local supermarket.
    A good hoeing is worth two waterings.
