Summer and winter flowering couple perennials

Hi all,
can you recommend two plants which go hand in hand as shrubs (for a really large rectangle pot). Both being perennials and one flowers in the summer and the other in the winter?

All want to grow taller and cannot.
I cannot think of any evergreen shrubs that would be happy to stay at about 25cm tall.
That is not a pot it is a prison!
How would you like to live in a dolls house where the ceilings are so low you can never stand up and have to crawl along on hands and knees.
1ft is still very low.
Your plants are taller than the planter...growing towards the light.
Primula auricula ...are evergreen and very special. Collectable.

Geranium Phaeum is perennial and happy in the shade, but you'll only get flowers for a few weeks. Of course there's always ivy for the shade too which you could grow up an obelisk of some sort to add height.
For the other 2 I'm sure some small perennials could work
