Levelling Garden

I have a somewhat small garden which was initially on 2 levels,lower patio and then raised up about 10/15cm
I am in the process of levelling everything,re laying patio and turf
I have encountered that towards the back there is hardcore once you dig about 7cm...does this mean I will have to break up the hardcore and then re fill?
Also some places(where I am going to turf)I am able to level however after this there seems to be a couple of inches of soil and then its hard ground
How much topsoil would I need to lay turf 
If not enough would I need to dig out hardcore and then refill with topsoil to have a good lawn?
I'm a total novice so apologies for the silly questions!

    The end result, will totally depend on the initial preparation, so I think you know what is coming!

    You want around 6 inches of top soil for any lawn and no hard obstructions under it that could prevent drainage in winter and lead to dry patches in summer.

    I now understand why it is on two levels...!
    But surely one level would be nice for a small area...
    Is that 6 inches after compacting or including

    Another question was about sleepers,do I need something like paving blocks between turf and sleepers or can turf touch sleepers,in that case would I have issues when cutting grass?
    I'd rather do in one go than have to trim lawn and then do sides
