Problem with conifer hedge - strange brown gelatinous growth

I have a hedge at the front of my drive, a north-facing mostly shady area that has a conifer hedge that is at least 20 years old, probably 40 years old since I have lived here for 20 years. Today I noticed a large amount of powdery looking brown growth - presumably fungal of some sort. It is not actually powdery at all. I have never seen anything like it before. Can anyone advise?

I wonder if it is a type of slime flux ? Is it still appearing?

It is gymnosporangium, the same rust which causes Pear rust:
