Why are the buds on my roses just drying and dying ?

Buds drying and dying on any shrub is usually down to drought.   That compost looks very dry.

Those pots need a good drenching to soak the compost thru and then a regular deep drink, not a dribble.   In spring, mine get a good bucketful or watering can full each week with more frequent drinks as the weather heats up.

If they've been in those pots a while they'll also need some fertiliser.
