Dahlia Tubers - could they still wake up?

Hello
I'm a total beginner at growing flowers this year. I bought some good quality Dahlia Tubers and potted them up at the end of the winter. Nearly all of them have sent shoots up but 3/14 haven't (yet?). They are in a warm, south facing window and getting watered regularly. They are all different varieties. Is it time to give up on the ones which aren't showing signs of life or is there still hope?
