Holly is being eaten

We moved into a new build around 3 yrs ago. At the front they planted a bed with 1/2 hebes and 1/2 holly. The 3 or 4 holly nearest the hebes are having there leaves eaten. Quite a lot of circular chunks out of leaves. The nearer the hebes the worse it get. Could there be any from one getting onto the other and eating it. If not what is eating the holly. Any help please.

I suspect that’s the work of adult vine weevils ... they love holly leaves.
I would treat the entire area with nematodes.
Their larvae/grubs underground may bee es eating the roots of your other plants
