The leaves are tiny. The stems are woody and brittle I thought it was a dead annual at first. About to compost it a couple of weeks ago,I noticed a bit of green Might it be potentilla?
And if its not sunny at its current location, move it to the sunniest area plus regular watering, and you will witness its tremendous daily growth, and have a bushy flowering plant during the Summer.

Cut it all back to about 8" tall and it'll bush up a treat.
