Dahlia newbie question

I bought this, it says 1 on the packet, but it looks like lots to me. I want to start it in a pot, but do I start it as a single tuber or do I pull each little one off the stem?

That is one tuber. Just think of the individual lumps as fat roots as they'll be massively unlikely to grow on their own.

The growth only appears from the 'eyes'-

Ah yes, I can see a pink eye bud deep inside. As that is a sign of growth should I soak in lukewarm water before potting it?

Given you can already see a sign of growth I'd just pot it up and dampen the compost slightly.
