Anyone know what this is?

I don’t think it’s very healthy. No flowers for a year?

I think that is a Rhododendron Orbiculare shrub. Perhaps it is too dry or the soil needs more improving with well rotted manure.

Have you noticed the buds covered in a black sooty substance? I don't know what it's called but I found it on one of my rhodos . I think I heard about it on TV. Remove all affected buds religiously and it will come good.

Wrap the rubbish in plastic, bin it and wash your hands(!) to minimise the spread of spores.
