Pheonix Canariensis planting

When is the correct time to plant a Pheonix Canariensis in the ground.

According to the RHS it won't survive a frost...so maybe worth keeping it in a pot to protect it long-term? I suppose you can use fleece to protect it...but if you're in the UK check the last predicted frost date to make sure you don't kill it by rushing.

I’ve read on a Palm website this particular plant can stand down to -10c. 

I am in South Wales and like other plants if severe frost is forecasted, then I will use a fleece and mulch around the base. 

But I cannot find any info of which time of year (winter-spring-summer-autumn) to plant then. 

Everywhere refers to planting in pots/containers.
