Probably not. Ideally, you need to dig all of the roots out but if that isn't an option then cut it to the ground and paint full-strength SBK brushwood killer onto the stumps on a dry day. If you see any regrowth (which you probably will) then treat that with SBK using a paintbrush, too. Be careful with SBK, it's nasty stuff and will kill any vegetation that gets even a tiny amount so I don't recommend using a sprayer. If you use it selectively in the way I've mentioned you will need to use minimal amounts and nothing else will be affected, including wildlife.
