Tree Fern Pruning

Hi all, 
I have two tree ferns in the UK. On one, I cut the fronds in the winter and new fronds can be seen emerging from the crown. The other, I left half the green fronds on, and they are still green and haven’t died. There are no new fronds on this one though in the crown? 

Is that because I didn’t cut them all off, and the energy is on the old ones? Should I cut off to promote new growth? 

Should you only cut fronds when browning, or every year?
