Please help to diagnose my hedge

I live in New Zealand. During summer this has appeared throughout my hedge. I can't figure out what exactly it is.

I suspect those are the egg sacks of a scale insect, such as Soft wax scale (
Ceroplastes destructor.) Have a look on this NZ page:
