Identifying bugs/scale? On bush

Can anyone help identify this bush and what the problem is on it? 

I’ve tried looking it up but leaves look more rounded to what I can find online. Also looks more like a scale than tiny whitefly - and it’s COMPLETELY infested - all over the branches and everything and stayed all over winter. Tried garlic/soap spray - didn’t work. 

Could anyone help me with what the bush is and/or what the infestation is and even better how to get rid of it? Or do I have to get rid of the bush...?

It's an euonymus, but which one l'm not sure.  I think it's suffering from euonymus scale.

Nothing to do with the bugs, but you should cut out the plain green leaves or they'll take over the variegated ones.

I think the white ones on the leaves are male and the black ones on the bark are the female?
