Hayter Hunter 41 special addition

Hi all can anyone help, Engine was running rough Once I cleaned the carburettor the engine now seems very smooth but  the governor does not seem to be working properly ( engine running fast ) not sure if I put the 2 leavers back in the right place or lost a spring thanks Steve

    Hi I should have added this hayter is about 1995 with the tecumseh engine , thanks
