Help with Dahlia tuber

One of my new Dahlia tubers is in a pot and has grown to about 8" tall and looks healthy.  Should I put this into a bigger pot or in the ground?  Help please.

I'd repot it , if it needs it, . Maybe remove the tip/tips to make it bush out?

Definitely pinch out growing tips, you can’t plant it out until about the beginning of June.
