Begonia White Cascade Bulbs

I have just purchased 3 Begonia Cascade white bulbs from Wilco.  On the packaging it recommends planting February-June.  When is it best to plant for optimum performance, and do I plant the bulbs in a pot first, or straight into the hanging basket where they will be finally.
Any advice would be much appreciated as this is the first time I have grown Begonias.

I would get them started in individual pots in some warmth.

Make sure the round side is at the bottom, the hollow at the top.

Thank you,  that was very useful. So I plant now in pots with some warmth then transfer to a hanging basket when the warmer weather comes - if it comes?

It will get here. We will probably go from drowning in water to a hosepipe ban.
