Badgers starting to constantly break through from neighbours fence....what to do??

A hedge will not exclude badgers, although it may stop a large dog.

I understood that the wish was to keep the dog out and protect the barrier from badgers. A hedge won't do this.

I think the idea is to let the badgers through ... it’s the fence they appear to be damaging, not the garden.
The RSPB at Minsmere found that a substantial electric fence was the only way to keep a determined badger out of an area.
