If it is scale, it's tricky to deal with. Peeps on this forum recomm'd meths, and I did this on ten phals I had been given. They all died and never shifted the scale. If you have other uninfected orchids, I consider getting rid of the scaled ones or at least quarantining them somewhere far away until the q is resolved. It seems the insects can live in the base of the plant, where meths can't reach. They come out and leave their nasty sticky glue and then hide. Mine seemed to, at least. I'd always find the gunk and the scars on the leaves, but rarely see the insects themselves.
Normally mine has mealy bug, which after spray gone , not even couple weeks time it's return again . But orchid leaf never look like that even mealy bug was there .
If you can scrape one off easily using a matchstick or similar without damaging the leaf they are scale insects. If removing one damages the leaf, then Edema is the most likely. That site I linked to has masses of information on all known orchid problems so worth spending some time looking through them.
A trowel in the hand is worth a thousand lost under a bush.
