My Sedum all have shoots growing but the care advice says cut back old foliage Feb/March. Can I /should I do it now? I'm trying to get ahead of the game where I can for the Spring
It depends where you are and how much more winter you will get. The old stems will provide protection from frosts because they will take the cold and the snow more than the new shoots lower down. I'd wait unless you're in the sunniest and most sheltered spot possible.
