Ornamental cultivar of rowan. Sorbus somethingus. The council probably thought your house needed protection from witches which was nice of them. I planted one in front of my house and my mother hardly ever visits now so they may be onto something.
So far the birds have avoided them but I suspect it's only a matter of time. My house has thousands of holly berries around it so they will probably finish them off first
They take red berries first , then orange and yellow. The pink and white ones usually get left until there are no other options. If you live in a milder area, they often won't get eaten at all.
It's a place where beautiful isn't enough of a word....
